The woman next door is feeding raccoons is this legal ? There has been as many as six raccoons in her yard at a time. They are coming out in the middle of the day! ( 11am, noon, ect.}

It is illegal to feed deer in Illinois. But it is not illegal to feed other wildlife (though some communities do prohibit feeding wildlife, so check for any local ordinances). You can find the state rules regarding feeding wildlife at:http://dnr.state.il.us/admin/digest/ starting on page 11.
