Racoons

I wsa wondering if you can KEEP baby racoons that you have found in the woods? My neighbor brought home 3 baby racoons about 6 months ago to keep as pets. They have cages for them but mostly let them roam the house destroying things, running up their guests legs, clawing them, etc. I did report it to the local Health Dept. but they've never done anything about it. So perhaps it IS legal?

No, it is not legal to keep raccoons as pets in Illinois unless they have a permit issued by the Illinois Department of Natural Resources.
